จากกรณีเหตุการณ์ในวันนี้ (17 ก.ย. 68) ที่มวลชนกัมพูชาชุมนุมประท้วงขัดขวางเจ้าหน้าที่ฝ่ายไทย ขณะวางเครื่องกีดขวางเสริมความมั่นคง บริเวณบ้านหนองหญ้าแก้ว อำเภอโคกสูง จังหวัดสระแก้ว จนเจ้าหน้าที่ฝ่ายไทยต้องใช้มาตรการสากลเข้าควบคุมระงับเหตุ ไม่ให้ลุกลามขยายตัวจนเป็นการจลาจล

    พลตรี วินธัย สุวารี โฆษกกองทัพบก เปิดเผยว่า เหตุดังกล่าวสืบเนื่องจากเหตุการณ์เมื่อวันที่ 16 ก.ย. 68 ที่ผ่านมา มวลชนกัมพูชาเข้าทำการรื้อถอนสิ่งกีดขวางป้องกันตนเองของฝ่ายไทย ในพื้นที่บ้านหนองหญ้าแก้ว ซึ่งอยู่ในเขตอธิปไตยไทยอย่างชัดเจน และเช่นเดียวกับในวันนี้ หลังจากที่เจ้าหน้าที่ฝ่ายไทยพยายามเข้าวางเครื่องกีดขวางเสริมความมั่นคงในบริเวณดังกล่าว กลับพบการเข้าขัดขวางของมวลชนกัมพูชาจำนวนมาก ซึ่งส่วนใหญ่มีอาวุธเป็นท่อนไม้และหนังสติ๊ก จนสุดท้ายจำเป็นต้องใช้กำลังเจ้าหน้าที่ตำรวจชุดควบคุมฝูงชนเข้าระงับเหตุตามหลักสากล ด้วยการใช้แก๊สน้ำตาและกระสุนยาง เพื่อป้องกันไม่ให้สถานการณ์ลุกลามเป็นการจลาจล

        ทั้งนี้ ได้รับรายงานว่าเจ้าหน้าที่บางส่วนได้รับบาดเจ็บจากการถูกขว้างปาด้วยท่อนไม้ ก้อนหิน รวมถึงถูกยิงด้วยหนังสติ๊ก

โฆษกกองทัพบกยังได้ย้ำว่า สถานการณ์ดังกล่าวถือว่ามวลชนกัมพูชารุกล้ำเข้ามาในพื้นที่ประเทศไทย ขัดขวางการปฏิบัติงานและทำลายสิ่งของของเจ้าหน้าที่ ซึ่งเป็นการกระทำที่ชัดเจนว่าผิดต่อกฎหมายของประเทศไทยในหลายมาตรา โดยเจ้าหน้าที่ฝ่ายกัมพูชาเพิกเฉยและมิได้ดำเนินการ ห้ามปรามแต่อย่างใด ซึ่งมองว่าสิ่งที่เกิดขึ้นเป็นการยั่วยุ เป็นความตั้งใจที่จะละเมิดในข้อตกลงหยุดยิงโดยให้ประชาชนเป็นผู้ออกหน้า 

     

  ดังนั้น การเข้าดำเนินการโดยเจ้าหน้าที่ตำรวจในการระงับเหตุ และใช้เครื่องมือที่เน้นการผลักดันเพื่อระงับเหตุจลาจล จึงถือว่าเป็นไปตามหลักสากล และเหมาะสมต่อสถานการณ์ที่เกิดขึ้น

     

 ยืนยันว่าพื้นที่ที่เกิดเหตุอยู่ในเขตพื้นที่อธิปไตยไทยอย่างชัดเจน อีกทั้งไม่ได้อยู่ในเขตพื้นที่ที่กัมพูชาอ้างสิทธิ์ หรืออยู่ในเขตพื้นที่ของกัมพูชา อย่างที่ทางฝ่ายกัมพูชาพยายามให้ข้อมูลบิดเบือน เชื่อว่าการกระทำดังกล่าวเข้าข่าย การกระทำผิดกฎหมายของประเทศไทย อย่างชัดเจน

Regarding the incident today (17 September 2568) involving Cambodian protesters obstructing Thai authorities while installing security barriers at Ban Nong Ya Kaeo, Khok Sung District, Sa Kaeo Province, Thai authorities were compelled to employ international standard measures to control and suppress the situation to prevent escalation into civil disorder.

Major General Winthai Suvaree, Army spokesperson, disclosed that the incident stemmed from the event on 16 September 2568, when Cambodian protesters dismantled Thai defensive barriers in Ban Nong Ya Kaeo area, which lies clearly within Thai sovereign territory. Today, after Thai authorities attempted to install security barriers in the aforementioned area, they encountered obstruction from numerous Cambodian protesters, most of whom were armed with wooden sticks and slingshots. Ultimately, it became necessary to deploy riot police to suppress the incident according to international principles, using tear gas and rubber bullets to prevent the situation from escalating into civil disorder.

Reports indicate that some personnel sustained injuries from being struck by thrown wooden sticks, stones, and slingshot projectiles.

The Army spokesperson emphasized that such circumstances constitute Cambodian protesters intruding into Thai territory, obstructing official duties, and destroying government property, actions that clearly violate multiple provisions of Thai law. Cambodian authorities remained indifferent and took no preventive or deterrent measures whatsoever. This is viewed as provocation and deliberate intent to violate ceasefire agreements by using civilians as fronts.

Therefore, police intervention to suppress the incident using crowd dispersal tools constitutes action in accordance with international principles and an appropriate response to the circumstances that occurred.

It is confirmed that the incident area lies within Thai sovereign territory and is not located in areas claimed by Cambodia or within Cambodian territory, contrary to the distorted information the Cambodian side attempts to disseminate. It is believed that such actions clearly constitute violations of Thai law.
